The Design & Research Institute of Power Systems and Networks «ENERGOSETPROJECT» (the ESP) is a leading Engineering&Survey and Scientific&Research organization administered by the Ministry for economic development and trade (which replaced the Ministry for State Property) and having the Ministry of Industry&Energy of the Russian Federation, the JSC «Unified Energy System of Russia» (JSC UESR; Russian abbreviation - RAO EES Rossii) and JSC “Federal Grid Company of UESR” (JSC “FGC of UESR”; Russian abbreviation - OAO „FSK Rossii“) as its main consumers.

In spring 2004 a governmental reform took place, which influenced all levels of Russian Federation state control, including ministries, federal services and agencies.

Five “strategic” Ministries which determine safe functioning of the state, have been transferred and presently fall under the direct control of  President of Russian Federation. Other Ministries have also been changed and presently the Executive power in Russian Federation comprises 16 Ministries (including those 5 a. m.) instead of 23 Ministries, as was a case before the reform (see diagram).

As for the Russian energy industry, the following changes took place. Ministry of Industry, Ministry of Fuel&Energy, Ministry of Atomic energy were abolished, their functions having been transferred to a newly created Ministry of Industry&Energy which, in its turn has got a control over a number of Federal services and Federal agencies...
